Is "manga rare" an official One Piece card rarity?

Summary

No. The official Card List has no rarity called manga rare or manga parallel. Art drawn from manga panels is an Illustration Type, labeled Comic on the English list, and it shows up well beyond the chase parallels.

What the Comic filter turns up

In OP-01, the Comic filter returns 30 entries: one version of each of the eight Leaders, all 20 Event cards, and two of the three Shanks (OP01-120) entries. All three Shanks entries are listed as Secret Rare, so the rarity field cannot tell them apart and only the image does.

The newer THE WORLD'S STRONGEST WARRIORS [OP-17] returns 32 Comic entries. The Leader Monkey.D.Luffy (OP17-079) and the Event OP17-037 each appear twice, and EB04-061, a Secret Rare Monkey.D.Luffy numbered for a different set, sits in the same list.

Where the "Manga Alternate Art" label comes from

Graders and auction houses name these versions themselves. PSA's record for cert 154250293, a Monkey.D.Luffy #119 from OP09 Emperors in the New World, lists "MANGA ALTERNATE ART" in the Variety/Pedigree field. At Heritage Auctions' September 2026 trading card sale, a Gol.D.Roger #118 from the same set was titled "Gold Manga Alternate Art." Neither phrase appears anywhere in the official Card List.
